This figurine is one of the Three Wise Men, also known as the Magi, from a Nativity scene. 

The Wise Men, often depicted as kings, traveled from the east bearing gifts of gold, frankincense and myrrh for the newborn Jesus.

Beautifully made in the 1920's of clay, with a textural robe, headpiece and cape. His face is detailed with painted eyes and mouth - in a deep chocolaty brown skin color. If you look closely, he has a short, black beard. The chalice is a shimmery gold paint, as are the sleeves. 

More recent nativities seem to omit the Negrito from the trio of wise men, so this wonderful piece can be added to any family nativity. My guess is that this piece was made in Tlaquepaque, area near Guadalajara, as historically, there are large, popular Christmas markets in the streets before Christmas. All sorts of nativity pieces are sold by the thousands. A Mexican nativity is traditionally built in the living room and may measure 4 feet wide and as tall as the ceiling. All the pieces are purchased a' la carte and the family keeps the nativity up til Easter, when they purchase papier mache caves and wooden crosses to add to the story of Christ.
